Bmw e36 318i cabriolet

Hi there, i have a 2000 bmw e36 convertible, with the full m-tec kit, but the car has been fitted with a set of e46 18" mv2 alloy wheels.
My problem is that when you drive the car, the steering wheel shakes......
I have had the wheels balanced, i have had them tracked up, i have just had a pair of front shocks fitted and bottem bushers fitted, but steering wheel still shakes....why?????
Now the mechanic at the garage that did all the work for me, thinks that because the wheels are off a e46 and not for the e36 the wheels are not sitting on the hubs properly, because the bore of the alloy is bigger than the e36 hub, so it is just been held on by the wheel nuts and not a flush fit, making the wheels move slightly.
Is this true????????
If it is, will i need to try and sort some hub spacers out for it, to make the wheel fit right, or shall i just take them off and fit some proper e36 alloys instead????
