My steering wheel is still heavy. I’ve replaced the steering oil, steering box, steering pump & one bearing but the steering is still heavy comparing with the another E39 of the same year & specifications. Any experience with this kind of problem???

Do you have wider tires on your car than the one you are comparing it with?
Are your tires pumped up to the correct pressure?
If you jack the fron of your car up, and then start the engine, does the steering still feel heavy (safety first).

If you are able to swap the wheels for the purpose of testing with the car your are comparing it with, give that a try and see if there is any difference. When did this issue first arise, or has it been a progressive decline?

Both cars are having exactly the same rims & wheels (exactly the same). Actually, I own both cars …
