'89 325i will only start bypassing the fuel pump relay and starting fluid

Have a 325i that will not start, normally. The only way we've gotten it to start is by bypassing the fuel pump relay (see first three photos) and spraying some starting fluid into the air intake (sorry, I'm not a mechanic, nor very good at part names) (see fourth photo).







Checked (and replaced):
  • Ignition Coil
  • Rotor in Distributor Cap
  • Spark Plugs
  • Battery
  • Fuel Pump

Any and all help as to what this could mean, and how to fix it, would be very much appreciated..

Questions:
have an assistant, turn igniton ON for you:
1) while he turns the ignition key. touch or listen to the relay. does it click at all?

2) try again... (with relay) turn ignition on and listen to the injectors. hear a click?? yes? no?
