2003 Z4 headlight question

So hopefully someone can shed some light on this question (pardon the pun)....
On my Z4, I noticed an "inner lamp" and an "outter lamp" in the headlight housing(s). With the engine running, I notice the "outter lamps" operate both Hi and Low beams.
The inner lights do not come on at all; all other lights on the vechicle function as they should including the fog lamps. I also have no electrical issues on the vehicle.....is it possable BOTH inner bulbs are burnt out?
This vehicle is new to me, and I have yet to check the fuses....I would hope that there is no issue here but I still need to find the fuses and inspect.
What are these inner lamps? Are they switch operated? Any input would be greatly appreciated!

So after downloading the owners manual which I did not posses, I find that these are "passing lights"....do not make sense to me...must be a European thing.

They are passing lights, quick bright flash-to-pass (pull back on turn signal lever) they take that role as the HIDs take too long to start and light up to be useful in quick headlight flash situation.
