Parking lots in the US are called PVA's, Public Vehicular Areas. Most all of the major laws still apply. EX: You can still get charged with a full blown DWI (driving while intoxicated) while SLEEPING IN A PARKING LOT WITH THE ENGINE ON FOR HEAT, Go through a trial, and be convicted of it. Cops are much more leniant in PVA's than on the road through, but they still have the legal right to ticket the shit out of you. I know this because 3 different state troopers have said this. I've taken driving school a few different times to make it seem like I was really repenting for speeding so the judge would just throw out my ticket Troopers teach the classes. They TOUGHT us that PVA information that I just told you.
Parking lots can be closed off and rented from the owner and you can do practically whatever you wanna do, as long as it's closed from the public.
At the end of the vid, I think his raditaor just got a bit hot. When the engine's revving like nuts like that, but the car isn't moving 50 mph like it normally is, it's not gonna get enough airflow to cool it off... so it just got damn hot and started blowing off steam cause it was boiling. But, I don't know so whatever.
