Looks like a racecar to me, doesn't got any seats..... maybe that's just so the dude has room to lie down and sleep, looks like it could be his home afterall. Hope he doesn't forget to plug the meter, wouldn't want to get the pimp ride towwed.

I reckon its Mr T's car from the A-team, his show got ditched and money was tight. He missed the black van with the red stripe so stole his mums car and painted it with white lines.
