Yeah it's in your owners manual. i don't remember precisely because I do it twice a year on my mothers car. I think it's somethign to the effect of putting the key in the #1 or #2 position in the ignition and holding down the clock button until it blinks. Then using the m (manual) left and right buttons to adjust.
I think once the key is in the correct position (not sure if its #1 or #2) you have to do it by holding down one of the knobs in the guage cluster, and twisting the other one.

E46 Clock: To adjust
With the ignition key in position 1 or
higher and the time displayed in the
instrument cluster.
To set ahead: turn the right button to
the right.
To set back: turn the right button to the
left.
The adjustment speed will increase the
longer you continue to hold the right
button.
To change the display mode: press the
right button briefly.
Every time you press the button, the
clock display alternates between the
12-hour and 24-hour mode.
