need advice on overheating

I have an '89 325i that that sat for yeard with the fluids inside.
I bacflushed the engine, replaced the radiator wiih a new radiator, replaced the waterpump with a German model, replaced the thermostat with a german model replaced the clutch fan with a german model, bypassed the heater core. After 15 minutes the engine overheats. The top hoses are blistering hot, there is only one lower hose going to the radiator from the top of the thermostat gousing which is only suppose to have waterflow after the thermostat opens. However I removed the thermostat from the housing and water still will not flow to the lower outlet of the radiator.I flushed the engine again by removing all the freeze plugs. The water was clear but there was some rust flakes that would clog the engine block draincock. I would stick a rod in the draindcock to clear the flakes which would then flush through the removed freeze plug holes. I am wondering if the thermostat housing is clogged. Does anyone have any ideas?
