M52 timinig

Does anyone know if there is a special tool needed to set the timinig after you've had head work done? My mech. says he needs to hold down the last two valves to set the timinig and the tool he uses to do this doesn't work on my engine. And that after he sets the timing properly, then the vanos will work. He's had my car for well over a month so I'm desperate to help him any way I can.
