Just in from the cold -- with a heater problem!

I have a 1999 528 (E39) with intermittent heat. The blower works great, but the heat seems to toggle on and off without reason. The car comes up to proper engine temp without problem. The dial between the air vents in the middle of the dash is set to max (red), and it still decides when to blow hot. Worried about having heat when it gets down to zero! Any ideas?
