| Maybe its just the resistor,anyway the blower motor on the e36's is accessed by going in from the engine side. Open the hood, and remove the air intake by the base of the windshield. You'll need to remove the wire harness channel,and other pieces around it. Trust me, easier than going through the dashboard area.

The resistor is attached to the drivers(depends on country) side of the motor housing ON THE INSIDE of the car. Remove the panel below the dash. The resistor is clipped into an opening in the housing, whilst you are at his stage see if the fan revolves if it does I would say its the resistor.
