Do you mean the fuel is spilling back out of the filler neck, or leaking from underneath the car?

Spilling back out the filler neck.Does not go thro the neck.Have to do it on and off before it goes in.What might be the reason? Thanks.

That'll either be the "Anti-syphon" in the neck OR most likely the tank breather (Blocked/restricted)...

It sounds like the air isn't able to flow passed the incoming fuel in the neck. Check if the hose between the tank and the fill point is kinked, crushed or otherwise obstructed.

As Brett says...
Does it "gush" back at you as though you were trying to "Drown" someone ?!! If yes the it's definately a blocked breather...
