starter issues 95m3

when i turn the key it makes no noise let alone turn over, so i push start it go park on a hill so i can push it myself i turn the key and it fires right up. sometime it turns over and sometimes makes no noise at all could this be my starter or somthin else. i thought starters go out all at once

Sounds like the starter solenoid to me, as they will come in and out, hence why you can push start it as it doesn't use the solenoid, I don't know on your model if its changeable as a separate piece or its part of the starter motor itself.
