do you mean the redoing the entire exhaust system-headers, high flow cat, and of course the muffler, if then than maybe you could get it up to 400 horses but that still seems far fetched

i was thinking more along the lines of port and polish + headers.
supposedly the whole job costs about 5-6 large to do. x.x .. but thats n/a 400hp.
oh well, im not an M owner, but this little rumor perked my interest.

The M3 comes with a very efficient exhaust from the factory. You may yield 8 or 9 HP with after market applications for street. Even a full race exhaust system will not yield this type of gain. You could get 400+ Hp from the M3 E46 N/A but this would require a number of modifications to the the engine. Not just exhaust and software. Were talking heads, cams, injectors, throttle bodies, exhaust, software, fuel pump, pistons and racing fuel to name a the major changes that would be needed.
