Well i want to get a stand alone system that someone local SoCal (LA or SD) could tune for me. Ive been lookign at tec3 aswell as haltech6x and I want to knwo what are the other options AND PRICES and also which of the rest can be tuned in SoCal.

Motec m800/880 is badass, but prohibitively expensive. Thats the only system I have any experience with, as that what we use on our CTS racecar.
I was thining of building myself a MS2 (megasquirt) system for my e30 turbo. Its a build-it-yourself with your own electronics and programming system. Pretty cool.
As for SAEM... there are a few OBD-II management systems that I know of... but to tell you the truth... I'd go with most other people use... either save your money and get the best you can so that you can change everything you need to alter when you need to due to other considerations like newer parts... parts changes... ect ect... a lot of things can happen...
If you happen to spend less... then most times with electronics you tend to pay for what you get... spend more man... it will enable you to be more flexable later.
Pay for it... and get what's popular... as that is what people know... and how to fix it... and usability.
I've said it many times on here... pay for the better part... as it will last longer... give you better results... and make you feel better after the purchase... as a cheaper part will only leave you wishing and thinking... "what if" you bought that better more adjustable ect part.
On a side note whatever engine management software you decide to use, make shure you go to a reputable shop that has a certified technician. ive seen quite a few "tuner shops" that claim they are certified but have no certificate or they learn frome somone else. Too many engines blown and then some shops close. On the other forums i post, supraforums, they have a list of people that are certified and are reputable. Including people who do AEM EMS, TEC,MAP-ECU, HKS-FCON,heck some of them come to you , to a dyno and tune it for you.

Living in CA you'll have a dificult time getting it to pass CA smog regulations so check around before investing. I have worked with a few stand alones and I must say that the Haltech engine management systems are most impressive. Pluss their customer suport is second to none.
I've talked with Ryan Castro (if you know his car) about his Haltech e6x. As good as it is, he recommends just finding a really good tuner and getting whatever standalone they feel the most comfortable with.
