Aftermarket Hardy-Beck Turbo-1982

Hello, I've picked up a 1982 318. It has 40,000 original miles. It was retro-fitted with a Hardy and Beck (Oakland,Calif) turbo. It hadn't run for over 10 years. At the end of the day I have it running on an everyday basis. The problem:
As I wind it up to 3,500 rpm to shift it feels like it is "over fueled" and it starts to studder. If I bring it back to 3,400 rpm it will clear up. I can do this for all gears. The other problem is it will not start unless I push the throttle to the 1/2 position. It will continue to crank but will seldom start unless I press on the pedal. This happens cold or hot.
Help please. I live in San Francisco.
