What's wrong with my M3's AC?

It has never worked since I've owned it. Can anyone tell me how to tell if there is a leak or simply in need of recharge? Thanks.

When you turn on the AC do you hear the AC compressor engage?
Is there a change in the idle when the AC is turned on / off?
One of the pipes on the compressor should be getting cool when the AC is engaged.
Can you hear gas hissing through the system when the AC is on?
