What is this white stuff inside the amp?

Hi
Been getrting a crackling amp, so decided to open it up to check for security of connections and spray with switch cleaner. found metal filings which might be the cause..
There is a white paste separating the casing from the circuit board. It resembes silicone but is wet. what is it? I would like to clean it all up and apply a little more again.

Thermal paste. Conducts heat to the heat sink. Should be ale to get it at Radio Shack, methinks.

if you have an electronics house anywhere, they should have it. more of a parts store than a retail electronics house. you can also probably order it wherever you get your computer parts from.
