Black caked on specs on my wheels???

Original: Hi there Justin@Adams, I have somewhat of a problem. I seem to have small black caked on specs on my wheels. I've tried to spray different types of wheel cleaners, but nothing seems to work. Do you carry anything that might help. Sorry I cant be much more descriptive, but I have no idea what it is thats on my wheels.

Lets try and figure out what these Black Specs are, to me it sounds like tar!!

Q#1 Do they have Round tops or Flat?

Q#2 Are your Wheels Painted or clear coated?

Q#1. theyre rounded off

Q#2 wheels are clear coated, theyre factory wheels.

Have you tried Picking them off, or scrapping at them?

I've tried to pick at them but they aren't budging, I think I'll try some of that all purpose cleaner and see how that works.
