"pulling" or "rolling" quarter panels

Have a friend with 06 BMW 5 series awd. just purchased new wheels, they are a staggered set up and has 20X10's in the rear. it sits ok in the front, but the tire is directly under the fender/quarter panel on the rear. if any weight is put in the back the Qpanel it sits on the tire. was thinking of rolling them but they might need to be "pulled." has anyone with 20X10" wheels in the rear had this problem? and does anyone have a suggestion for correction. would "pulling" them or actually widing them be a good move or would rolling them get it done...and will it crack the paint?
