It is true that if the steering rack is the actual leaking culprit, you will have to replace the rack. But $2500 is a bit steep. I replaced mine (97 528 - e39) for about $450 for all the parts. That included a rebuilt rack, new tie rod, banjo bolt washers, replacement fluid, and a new o-ring for the reservior. No labor, because I did it myself. Oh, and also another $100 for an alignment after the install. It should only take a qualified mechanic 2-3 hours to complete the removal and installation of the rack, so you should be able to get it all done for $700-$800. (plus the cost of an alignment) It's not an easy job to do yourself, but do a search in the forum, I did a quick write up on how to do it if you are up to the challenge. It seems yours is a bit new to be leaking already, but could be the boots got torn and dirt , water and grime got up in to the seals and wrecked them.
