Because each pixel isn't an individual LED that can be changed. Its almost like an LCD screen on a watch where there are a group of "pixles" that come on at different times depending on what needs to be displayed. If you were an electrical engineer and knew how to build those sort of boards from scratch I'm sure you can fix it, otherwise you have to get a new cluster.
