I have a 1997 bmw 528i with black leather seats that are slashed, both front and back. Would I be better off in getting seat covers or just replace the whole seat with used parts?
$200 would be an amazing deal, I dont see how that is possible. You would be lucky to find used seats for that.
1 option I would consider is getting a hold of the local dealership's mobile interior repair guy and having them repair the seats if the tears arent too bad. Some of those guys can do some amazing work ... and at a fraction of the cost of new leather.

Sorry I meant $200 job for vinyl inserts! Just sounded too little money for a leather job.
Inserts: Ford and other companies do this on some of their seats. Where the seat will be covered with real leather on the sides/or the middle part, the rest? Vinyl. Also I've seen the back of the front seats is made entirely out of vinyl.
P.s. some older bimmers used to come with what they call leatheret (correct my spelling please) seat covers. I guess a middle grade thing in between leather and vinyl.

Leatherette is still available in BMWs today. It wasn't really a middle grade as vinyl was not an option at the time of leatherette. It's basically just a high quality, leather look-a-like vinyl.
1. Get a used seat or
2. Get it repair or
3. Get a seat cover or
4. Ask your local dealership for company that redo leather seat (this going cost lot more $$
