Weak unbalanced Heater 740i 98

Hi everyone

I have a 98 740i and that is the first winter for me with this car (Colorado winter), the car has a new water pump, the heater is weak, the defrost that blows air to the windshield is good the passenger side is acceptable the driver side is hardly warm on the dashboard part but OK on the foot section, this looks like a problem with flaps, is there a way to fix it , all the help will be appreciated since it is under zero here, also the heater overall is weak, I did the bleeding but it seemed that it does not need one, one more issue off the topic is the rear suspension , the care seems to steer itself on its own on the rear end, I think I need to replace something, any idea, thanks.
