Unhappy mystery camshaft belt tensioner spring and pin

I had to change my m20 water pump and found the three hex bolts holding the rotor and dust cap on are seized. Already stuffed two. Had to do the job without being able to remove the metal cover. Got the pump in but have this spring assy left over. Impossible to get on with cover on.
I wanted to know if it is all good without that pin in place (until I need to change belt)?

Well, it'll be good until your belt jumps a tooth or three.
Then hell happens.
Get help, get the cover off, and get the pin assembly back in there.
