I'm not an appraiser, but the way the ad is worded, they are definitely claimed to be genuine Hella. Since the seller also has a 100% positive rating in hundreds of transactions, Id' say it's very likely that they are indeed real Hellas.

Now, whether they are street legal in the USA is another thing altogether. They may well be, but I sure don't know...
