Heavy steering specially on low speed

I have noticed improvement after changing the steering fluid & lubricating the bushings of the control arms but the steering is still heavy especially on low speeds.

Any ideas or suggestions?

fluid is ok & no leakage noticed so far. The fluid is also recently changed.

How I can check the condotion of the pump? where it is located?
