Sometime it remembers my last settings when I turn the car off so when I start the car next time, the climaite control settings would be the same as last time I used my car.
But sometimes it doesn't. used
For example, if I start the car with 23.5c and 1 square block of fan setting (the setting i had when i turn my car off), I then change to 21c and increase the fan settings to 3 blocks while driving .. and later turn my car off.
But next time when the car starts, it reverts back to 23.5c and 1 block fan setting instead of my last settings...

Nope, you're not missing something apart from a fully working climate control unit that is
Seriously, I'm assuming you have an e39, in this case the system should remember your setting every time you turn off and turn back on the car. Unless there is a link to the driver profile's on the more expensive models - ie. seat adjusts, stearing wheel adjusts, mirrors adjust automatically to the drivers settings, could the climate settings (drivers preferred temp.)be controlled by this too? I know they are in some cars but can't say for the top end bmw's.
In my 540i the climate temps are supposed to be linked to driver profiles--I haven't seen this in action for awhile though because my girl hasn't driven the car in months.

Could be a malfunction. If it's still under warranty, make sure you let the dealer look into the problem. That might cover you for an impending failure.
Mine has do this twice in the 5 months I've owned the car.
The climate control settings could be included in the memory setting for the seats etc. I remember reading in the manual, that even the radio settings are included. Next time you change the temp settings, try making a new memory setting over the current one before you turn off the ignition.
