I have noticed a Buzzing noise from the climate control panel. It even buzzes when the key is taken out. Appears to get louder at higher revs. I have seen this problem ( without solution on the 3 series site)
Based on your description and if If I have to guess I would say It's the relay which is buzzing because it does not have enough voltage across its coil to completely do
what have to be done. The act of closing the contacts alters its concept of ground enough to open the contacts which alters its concept of ground again and closes the contacts. Buzzzzzzzzzzzzzzzzz

I have noticed a couple of times a buzzing from the climate - sometimes I have even left the car without a buzzing but when I return the next morning it has started. However it never seems to last long and only occurs very infrequently so I haven't bothered with it - 4 months later and she still works fine so I'm not worried.
1. If you have an "E box in the engine compartment (with EML) there is a fan that activates to keep the "E box components cool, and yes, she runs when key is inserted.
2 The stepper motors may buzz a bit as they re repositioning at start and after shut down.
