Don't know about the light next to the handbrake but the line of LED'are your service level indicators.
After a service when you start up you should see 5 green lights. As you get closer to a service the lights will gradually go out one by one until there are noe greens but an amber one instead - this means go get her serviced. If you don't the amber one will eventually go out and the red one will come on to say that a service is overdue. The services occur in the following pattern - Oil Service, inspection1, oil service, inspection2 and then the cycle starts again.
There is some controversy as to whether to stick rigidly to this system and some people would argue that servicing should be done more frequently - Personally I think BMW should know what they're talking about, after all, they designed and built the cars so I will do whatever the gauge tells me to do.
