Is it (a/c clutch) making a constant clicking sound, audible most frequently at idle and going away when you start off? I am not talking about the normal clutch engagement sound when the compressor cycles on and off.
If you are getting this annoying sound, you may need to replace the compressor. My a/c clutch did this for about 10,000 miles until it finally stopped engaging.

If the expansion valve is messed up, the compressor will come on and then go off.

If it NEVER engages, could be a relay or a bad compressor.
