540i intermittant no starter response

Greetings. I have an intermittant fault on my '98 540 where I get no response from the starter when the key is turned. All ign lights ok. I find that when this fault occurrs it sometimes helps if I key in the code to disable the car and enable again. A relay can be heard behind the cluster and the car starts. Could this relay be the cause and where is it located? Help.
By the way, I finally got the car phone working.

Seems immobilizer is active as I forced starter to turn but engine does not fire up. Also, fault occurs more often now and also "brake light" warning displayed intermittantly even though bulbs replaced. HELP

Thanks 4 responding. Turning the key in the ign produces no response from the starter even though all dash lights ok. Checked battery - ok.
While in this condition, I shorted out starter relay (in white box under steering wheel) causing the starter to turn but could not get the engine to take. I therefore assume the fault has something to do with immobiliser. Shorting out the relay was simply a test that I performed once to check if starter ok.

Back to the fault, if I turn the key and remove it and try again, the car eventually starts after many attempts. While these attempts are made a "brake light" warning is sometimes displayed on cluster screen.

Now can't get car to start at all!!!
I discovered that the white box IS the ews3 (3.3). During fault condition, pin4 is at 10v but when not in fault condition pin4 at 6.6v This is the only change in measured volts over all pins. Does anyone know the pinouts?

if you suspect EWS, find the black wire from ignition switch to EWS; and black wire fr EWS to starter. use a jumper to connect the 2 wires. car should start. If it still doesn't start EWS is not the problem

The car will not start it will only crank and this will really not tell you anything.
I would try another key if you have one to try. That is the most common and logical failure. If that doesnt work then check fuse #s 12 and 37.
hopefully you have another key to try.

BTW pin # 4 is the S_DWA signal wire which goes from the EWS to the DME (engine module) A voltage measurement really isnt going to tell you anything. There is a individual serial # with rolling code technology that is sent across that wire back and forth between the EWS and DME. You can view it with an oscilliscope but even then you cant really translate it into anything useful. You need a good diagnostic machine like a GT1 or an autologic to tell you if it is a valid signal or not. The same type of machine would tell you if the key is valid or not as well.
