on the e34, its mounted on the framerail right next to the gastank, you look under your rear passanger side tire towards the back of the vehicle to find it. Not sure if its the same on the e39, but it might be.
Take a look under your car near the gastank for a little white canister, if you see one, I'm willing to bet it's in there.
While underneath your car, remove the plastic panel (about 2-1/2' X 15") under the driver's seat location. There you will see your fuel filter (about 2-1/2" diameter by about 10" or 12" long).

The photos are kind of fuzzy, but yes it applies to our E39's. The E39 generation was 1997-2003 in the US, but began in 1996 outside the USA. Note that there ARE some functional differences, particularly related to the engine management system and emissions, beginning in the 1999 model year.
