2001 530i E39 Parking lights/turn signals

First off, I'm new to this forum and just bought my first BMw, a 2001 530i. I love it so far, but had to deal with some parking lights issues which I'm not sure are fixed.

Preface: My car has the corner amber bulbs in the headlight housing, both of which are fed off the angel eyes/halo bulb somehow (fancy german engineering). Near the corner bulbs are two white "parking light" lamps which are front-facing and serve as turn signals. Also, both bulbs blink when locking and/or unlocking the car (i forget). These bulbs are dual-element amber bulbs (Sylvania 3457).

Simply put, after I bought the car I realized I had a bad halo bulb on the passenger side (the angel eyes and corner bulb did not illuminate). Also, the orange "parking light" on my passenger-side would stay lit but not on the driver-side. I've since bought a new halo bulb and now the angel eyes/halos work on the passenger side.

OK, here's the question. When I turn on my parking lights and / or headlights, neither of the "parking lights" illuminate now. They only light up when I activate my turn signals or the lock/unlock feature. I have not see any E39s on the road at night to compare, so can someone with a similar car check and see if these lights are supposed to be on or not.

Did the passenger-side "parking light" illuminate just to compensate for the angel eyes bulb being out?

If the angel eye is burnt out then the light control module will light up the dim orange bulb only when the parking lights are on without the headlights. Once the headlights are on then the orange light will go back out. The light control module only does this to compensate for the angel eyes. The angel eye bulbs also light up a small spot on the side of the headlight for DOT purposes via fiber optics like the angel eyes.

You can either buy the whole angel eye assembly bulb for a lot of money or find a place that sells an osram 64113 bulb and take apart the angel eye assembly and just replace the bulb.
