2 questions about E34

Ok so here is the problem i found the part in the engine that i think is broken, so i would like to ask what kind of job this part is doing and is it important for fuel economy or for some kind of engine problems?It is on the top of radiator :

And here is the end of the part,where that end should be fitted? :


And the second question:
I found some warnings under glove box,my has one airbag,1993.04 525TDS automatic, but maybe the top of the panel is changed and there are and second airbag system?just interesting:

And what does mean the second note?what does mean that microfilter?

I don't have an answer for your 1st question, however, for the 2nd, as it says it is a filter for passenger compartment filtration. I believe that you are supposed to change it every year. I have an e34 as well. Mine is a 1994 525i. Post some pics. Whiteshark will probably have the answer on the 1st question. What does TDS mean?
