I am thinking that BMW just had a placeholder with a plug in that location, just in case something needed to be added. Or maybe the temp sensor gos in on that side on some E46s (somewhere else in the world). Often, it is cheaper to design and build with parts that are basically unnecessary, because it turns out cheaper that way instead of having more different specialized parts.

Yeah! I had all that stuff apart on mine a few months ago. Its the outside air temp.
Quick test, if your outside temp reading is wrong and never changes, thats what it is!
I remember I used to have a plug on each side of my bumper on my E36, but only the one on the left side was actually plugged into something (temp sensor).

so i have a temp sensor on the drivers side. Ill check to see whether or not my reading seems correct. Maybe i have two? Cause real oem says i have two...for what i have no clue.
I dont feel like spending $50 on a sensor at this point if i dont need it.
Numark- I am currently going thru some similar issues due to a tire flying across the freeway and taking out my front bumper and schredding my inner fender lining. It looks like to me there is two. One in each fender lining. One of mine ripped out completly but the other is still intact. And now i am getting a -40 temp reading inside!
