RPM Surge

I have a 2000 323i. When I take my foot off of the gas the RPM's surge by 500 to 800 and the car lurches forward like it is bogging down.

It has also stalled when I am starting up from a light.

No codes are present.

Any thoughts on this?

ICV or cam sensor!... Maybe remove and clean the Throttle body!
Easy fix...

I changed the intake side cam sensor.
I also cleaned the ICV but the problem persists.

Could it be transmission related?

Is it an auto box? If yes then it could be a cable issue...
Your motor is the reduced powered M52 unit, generally the gearbox should only raise the revs when D or R is selected but 800rpm is fine

Yes it is an automatic trans. It also has the M/S.

When the car begins to lurch forward and the RPM's jump as I'm decelerating if I put it into neutral the problem stops right away.

I am totally confused.

I have changed the boot between the MAF and the throttle body.
I have cleaned the MAF.
I have cleaned the ICV.
I have removed and cleaned the Throttle Body.
I have changed the Intake Cam Position Sensor.
I have changed the CCV and all 4 hoses associated with it.

The car has not thrown a code in 2+ weeks and 1500 miles.

Yet the car still bucks and the RPM's jump up 5-700 when I take my foot off the gas as I decelerate on an exit ramp.
