I am going to get started taking the radiator out tomorrow and was looking at it today the hose clamps that hold the radiator hoses on are smooth all the way around my question is how do you loosen the hose clamps to remove them
That doesn't sound like they are stock clamps. On both my E36 and my E46 the hose clamps are adjusted using a flat-head screw-driver. I suggest that you buy new clamps either from the dealership or online and be ready to just cut the existing ones off.

both ends of that smooth band are crimped permanently at the ends and cannot be reused. Find the crimp where the 2 ends of the srtip meet, and you can cut that off with diagonal cutters.
on install, you can buy regular clamps that will tighten with the twist of a screwdriver.
