Power Steering Noise When Turning Steering Wheel

I Have Noise When Turning Steering Wheel To The Left Or To The Right. I Put A New Power Steering Pump On And The Noise Stopped, But Now I Dont Have Power Steering. Put The Old Power Steering Pump Back On And Now I Have Power Steering But The Noise Came Back When Turning The Wheel Left Or Right. Could It Be The Power Steering Rack And Pinion That Is Causing This Problem.

How's the power steering fluid level and condition?

I put new power steering fluid in when I installed the pump.

Well the old pump must be worn. Not sure what the deal is with the new one.
