Things you need to know:
The E46 coupe only arrived as a 2000 model, E46 sedans are 1999+. If you find a 1999 3series coupe, it will be the old E36 model
Given your price range, you are likely looking at a 2000 323CI with sport package and 60Miles+
Keep in mind, last 2 numbers are not awlays engine size (BMW plays games with these numbers):
323=2.5L 170hp 6 cyl engine (1999-2000)
325=2.5L 184hp 6 cyl engine (2001+)
328=2.8L 192hp 6 cyl engine (1999-2000)
330=3.0L 225/235hp 6 cyl engine (2001+)

I saw a 99 323i Coupe, 5 speed, with 65k miles for $13,900, that is a good bargain. I recently bought a 2000 323i with 50kmiles for 18,500. You might be able to find a 98 328i with like 65-70k miles for $13,000.

Yeah, I'd go with the newer bodystyle...I like them better.

I've definately seen a 323Ci...which are not bad either.
