E46 325ci how do i replace the fog lights ?

I bought new bulbs for the fog lights, but not quite sure how to access them for replacement. Is this something only the dealer can do ?

Im fairly certain that if you just remove the front splash shield in your wheel well (it is no more than 4 screws...), you can fully access the rear of the foglight and replace the bulb. Ive taken the splashs shields off my 01 and it was very easy.
