The dealer needs to turn them on by programming the car/key memory. Some dealers will charge you some may not. Theres more things that are personalizable beyond the daytime running lamps if I get a chance I'll dig up a list.

Dealership charges a flat rate of $50 to change a number of settings (they give you a checklist to pick from). I elected to turn on door locks automatically at 5-8mph (carjack deterrent), daytime running lights on(safety+insurance discount). There's alot more too...I've forgotten.

They're right this time, you do have to go to your dealership for this setting. For your car..you have the following options.

Daytime Running Lights
Selective Central Locking
Automatic Lock on Drive away
visual lock confirmation..and audible if you have an alarm..
more than a few lock options
Home lights

There are more than i have time to list here..but these are the main ones.
