2003 Overheats

I have a 2003 330xi, when I let the car sit idle it goes to the red. When I drive it and wind generates the temp gauge goes back to normal. There are two fans, the one in the front is not working and the second one is. What could be the fix?

The fan that doesn't work may need a new clutch assembly.
