Okay so I bought a radar detector. When I turn my ignition off... I want the radar to turn off. When I turn my ignition on.. I want the radar to turn on.

That's totally different in my BMW. Even when I take the key out of the car.. the radar detector is still on.

Is it bad to leave the Radar detector on forever?

How can I override this factory setting?

The lighter as you noticed is powered all the time. You can buy an adapter for the glove box flashlight outlet to power an accessory. I belive that this is not always powered but please check. The dissadvantage is that you could drain your battery more quickly than usual.
