Where to start for failed e-test

I passed the e-test at 2500 rpm, but failed on idle...I have since changed the plugs and air filter. Should I go right to changing front or back O2 sensors...or all of them. My CO was high....Are the sensors easy to get at, or should the mechanic be doing this??

You can change them yourself. I would change all of them. Is the car modded?
