What Is This?

I had my car for about a month now and am about to start fixing the body. First, what caused this? Could it be related to a bad sunroof seal or a clogged drain? Should I just sand it down and prime and repaint?

As el pres said, it looks like a chemical ate that, the brown stuff is obviously rust. Not all of it is rust, most of it is bare metal, so it wasn't caused by rust. Unless it's already been sanded down, which it appears it hasn't since the surrounding paint would have been scraped away.

Rust bubbles. Sand it very well till you stop seeing reddish rust pieces. Then get some rust cleaning chemical and repaint. Probably from a clogged drain so the water was just sitting there wtih some dirt in it for a long time.
