Unhappy Vaccum Leak or other?

Help!
I know this is going to be a newbie question, but....
My 323IS is completely lacking power. If I have a mile of road I may hit 45mph.
I have no engine light on and no codes are able to be read.

It seems to be an air induction problem or leak. I took the Mass Air sensor off to see if that improved performance and it does a little but not much... Taking the MAS off also makes the car jerk when slowing up.

The one thing I noticed was there is a throttle looking device right behind the MAS. I can manual move the throttle device but it will not move when revving the engine or driving. At closer look it appears to control the amount of air that flows to the engine.

My first question is does anyone know what this is?
Second, is it supposed to move as the engine revs?

So far I have replaced the fuel filter, plugs, and some coils.

Any help would be greatly appreciated!!!!

I dont recommend running with any of the emission system compenents disconnected, this can set off a code and create a CEL ( check engine light) .

First let do some simple and quick checks and fixes ( its cheap)
1. did this started to occur when you last filled your tank ? Y or N ?
2. If Y it could be bad gasoline, need to remove the old gas by siphoning it out and new gas with dryer added, and bottle of injector cleaner.
3. IF N
I suggest taking into a shop to get a fuel pressure reading, if you replaced the fuel filter, air filter sound like your not getting enough volume and pressure to your injector. have the mechanic look the specifcation and run the test, I am not sure if your 323is has 2 fuel pumps, also check the fuel filter boot in the tank it can be clogged.

I tried the draining the fuel and that didn't help. I guess it still could be a pump but I think that would display a code.

Audibley, it sounds like to much air is sucking in... Almost causing it to bog down. The device behind the MAS sensor stays wide open and I would think this should open and close as air is needed. Does anyone know if that is the case?

are you referring to your throttle body? ... that butterfly valve that opens and closes in step with your accelerator pedal?

your car will never work right without a MAF sensor(AFM-Air Flow Meter). AFM, and the integrated IAT(intake air temp sensor) connects to the brain(ECU) and is partly responsible for helping to maintain that 14.7:1 air to fuel ratio.

Initially, you can try to clean out your MAF and IAT by carefully spraying the sensor elements with brake cleaner. If your throttle body is dirty, clean that as well with brake cleaner while it is out in the open.

After that has been done, take it for a drive and it still doesn't feel right, pull out one of the plugs and tell us the color of the burn that u see ;-)

I think what I was looking at was the Traction Control System control on top behind the MAS. It has a cable that looks like it would be the throttle cable but open further review I believe it is part of the TCS.
I finally got the computer to code and show vacuum leak(large).
So I am in the process of ordering all parts and hoses beind the MAS. I tried for hours to find the leak but no luck.
Does anyone know of place (or manual)that has a good diagram of all parts and hoses for the intake system? While I have the beast apart, I myswell replace everything.
