Turn Signal Problem, stuck on, not blinking.

My passenger side turn signal is experiencing intermitant problems. While driving and using the signal sometimes it works fine, other time it starts out blinking and then stays on and at other times it starts in the on, non-blinking. Sometimes the light does not blink but remains on. When the car is turned of it remains lit. When the car is off nothing I do gets the light to go off. I must turn on the car and play with handle, tapping it, going back and forth between driver and passenger side etc... It also seems to happen more frequently when it the temperature is warmer. When it is stuck on it doesn't matter where the handle is, is in the middle, no turn, left or right postion.

No, I haven't checked bulb connections. I'm assuming it's either the device that controls the blinking or more likely something in the steering column.
