Turbo problem

I have a 1996 325 TDS saloon and i seem to be having problems with the turbo.
When the car is cold it is very sluggish as though the turbo is not working, but as soon as the car gets warm it seems to work fine.
The car has been chipped and has a bleed valve fitted so when it works it works well.
There is a breather on the side of the rocker cover which goes directly into the airbox and there is some oil coming out of this and going straight down into the turbo. Could this be the problem?
I was going to fit a K&N filter to the car but i did not know what to do about the breather or whether the oil is supposed to go down into the turbo.
Help would be much appreciated.

I'm sure you need to address the oil leak. As to the sluggish performance, maybe the pressure waste gate or over boost regulation is sticking while cool... as a guess.
