I am about to purchase a '98 328i and since I have not previously owned a BMW before, I want to know do all steering wheels tilt and or telescope ? How would I know if I was buying one that did/didn't? I also wonder how to tell just what exactly were the installed factory options for my particular model. Any help would be greatly appreciated..

If it does, there is a lever under the wheel. It does not telescope. Only tilt.

That's one thing that completely bewildered me when purchasing my BMW! It has one touch windows, heated seats, on board computer, yet no FREAKIN tilt steering wheel?!?!?! Man... that pissed me off....

I've adapted to it very well. I scooted my seat up all the way and it fits me perfectly.

Find an E36 for sale and get in it and see how you like it, unless you can see the one your getting... which you should always try to do.
